South Africa is a Carnet country, meaning international crews must obtain an ATA Carnet in their home country before arrival.
Safety and Security
South Africa has excellent private medical facilities and strong production infrastructure. Standard urban safety planning, secure transport, on-set security and location risk assessments should be built into the schedule.
Rebates & Incentives
South Africa operates a Foreign Film and Television Production and Post-Production Incentive through the Department of Trade, Industry and Competition (the dtic), historically calculated at 25% of Qualifying South African Production Expenditure (QSAPE), with an additional 5% available for productions that also complete post-production locally and use a qualifying black-owned service company.
Important current status: as of 2026 the foreign film incentive is under an administrative review and approval freeze, with new applications and Letters of Approval effectively paused and a backlog of payments being addressed. Productions should not budget on the rebate as guaranteed until the scheme’s status is confirmed.
